Plans for improving the work conditions of continuously employed medical personnel engaged in public medical centers

Abstract
Objectives: This study aims to identify plans for improving the work conditions of continuously employed medical personnel engaged in public medical centers in Incheon, South Korea.

Methods: The participants were employees of a public medical center and recruited in two public medical centers located in Incheon. A survey instrument developed by the authors was used, and its reliability was assessed. The 7-point Likert scale was used to measure the importance and feasibility of the factors related condition of continuously employed. Statistical analysis of the collected data was performed using SPSS 21.0. Frequency assessment and t-test were performed, and importance?performance analysis used and were visualized in four quadrants.

Results: Results showed that the following nine factors had the highest importance and feasibility: expanding professional practical education, improving the image and reputation of institutions, improving the medical care and information system, establishing medical personnel protection mechanisms, strengthening communication, participating in decision-making, providing sufficient job training to new employees, increasing medical support personnel, and improving access to commuting. Factors related to salary increase and compensation were of high importance; however, they were found to have low feasibility, thus requiring mid-to-long-term improvement plans.

Conclusion: In order to improve the quality of medical care and public service, it is necessary to improve the work environment so that medical personnel can work sustainably.
